Birds. Ion Pulse. When in host order?

Hi, can anyone advise when an Ion Pulse occurs in the host order?

I guess it has to happen after the SuperSpy Deluxe, but does it happen immediately at that point?

Does it happen before or after movement? I assume before movement. But does that mean that if you change the code, then get hit by an Ion Pulse, decloak, but then you can move away on the same turn and not be engaged by the ships or planet?

Any help welcome.

That is my assumption from what I've read.

Meaning, that yes, it happens before movement. 

Really the main point is to alert the enemy that Birdmen are there... once they are there, its all useless, cause they can change their FC every turn, and then, well.. you're effectiveness has just dropped 10000000000000000%

So if you are attempting to change FC's of a planet and you are wishing to maintain presence while staying cloaked overhead you will require at least 2 ships.

Step 1: Ship One Super Spy's to desired FC and moves elsewhere (Better into the warpwell to decrease chance's of intercept)

Step 2: Ship Two moves to planet cloaked.

Since the "Decloak" occurs during superspy, which is before movement, Ship 1 will be decloaked but in the warpwell with a good chance of it's safety. And Ship 2 not being planetside during the Ion Pulse will not decloak. And arrive cloaked for the following turn.

This way you can attempt to force FC changes with no fear of an Ion pulse. However, to have all ships cloaked and 100% chance of FC dominance you will need 10 ships available. It would need to be a serious mine threat to tie down that many ships in one spot. 

Edit:

However, most times I find that people don't have time to get that kind of mining operations in place. So just take and use matching FC's on non-sb planets and beam away all their fuel and any one of the minerals. This way they can't make hardly anything or make lots of mines.
