The taxing strategy that the training levels teach you is very conservative.
A more balanced approach, would be to tax your hw at -15 happines, until it reaches 70,
and then set safetax(the tax rate where there is no happines change)
The same approach should be used on native planets,
except here you are limited by the amount of colonists you have on the planet.
Some good planets, for example high government avian planets,
will need more than one load of clans from a large freighter.

Once you have secured a good income of money, you next priority is to find a good duranium source(s),
and send supplies and money there, to maximise mines there fast.
The duranium density on your hw is very low, and you need dur to keep building large freighters.
And, if you secure a good duranium income, you can soon build your first Merlin class alchemy ship.
It is quite expensive in dur, but once you have it, you can start turning supplies into minerals,
and you wont ever run really dry of any mineral.

If you find yourself with lots of dur and other minerals, you can postpone building the merlin, and instead start building a strong fleet.
