Only Towing works that way because Tow Lock is before Cloak.

You cannot Foreign Cargo Transfer to a ship if it is succesfully cloaked. If it gets decloaked by 1st Loki decloak it will work though.

You can essentially make both plans for it being cloaked or decloaked.
