| In this case, the ships have no fuel, and you can't attack ships that have no fuel. One possibility is to tow them to one of your starbases and use "Force Surrender" to capture them. In this case, with the game so close to finished that probably isn't needed.
So you can transfer a unit of fuel from your ships to the enemy ships and then fight them (possibly also locking a tow on them to keep them from running). Just note that each of your ships can only transfer to ONE enemy or allied target each turn. So for the last 2 ships, you'll need to transfer a unit of fuel from 2 separate ships.
