Intel is power. And again should not be traded or thrown out easily. To know where to strike is extremely valuable.

Like said, most Empire players trade way too happily everything away for scraps and consume their usefulness.

Waging war without dark sense and/or good scouting cloakers is slower and results usually unnecessary losses.
