I have noticed that you can join a game and secure a race while it is in the "interest" category.

Is this a feature or a bug?

A feature.

Its so you can indicate your interest and reserve the slot you want.

But always best not to do this if its a campaign game or you think you may not join it if it takes a while to begin.
