Hi,
If you are playing a standard game, you will always use pbp once you exceed 20 pbp and are the pbp leader regardless of whether you assign a planet to pbp codes (note that means pb1-pb9, NOT pba, pbb which highlight light blue like pb1, pb2 etc.. but aren't actual pbp codes). Therefore you should always have your SBs assigned to have at least a few in pbp mode for those unexpected turns that pop up where you kill a bunch of ships that you weren't planning on.
If you are in one of the new priority points games, its a different dynamic. I don't play those so another would have to step in
