You can ABSOLUTELY perform a long intercept of a HYP ship that is hyperjumping AND land on that exact spot so long as that spot is the one the intercepting ship is currently at. This is a perfectly legal move that caused controversy in the Blitz tournament. If you need to make sure your ship stays over an enemy HW to RGA/pillage it, you need only jump a HYP ship to that planet. This happens first. The Ship currently over the planet will then intercept this HYP ship and remain on the planet. The beauty is you defeat any attempt to tow you off planet so you can RGA or pillage that planet.
If ship A wants to tow ship B, B can avoid it by intercepting ship C, if C is far away. A moves first, fails to tow B (because B has a distant waypoint and overpowers the tractor beam.) C moves second (in this case it HYPs to the same location as B.) B moves last. It now has a short waypoint because its intercept target C has moved towards it. But it is too late for A to tow B because A has already moved.
If B tried to intercept *after* being towed, it would not work (B would lose its intercept lock and would also be at warp 0.)
This long intercept also works if you intercept any ship 83-83 LY off planet that is heading to that planet.
