Rank at the end of all types of games is based on who has the most planets.
Score is actually pretty useless except too guesstimate what your opponents build from Turn to Turn and mainly just the first dozen Turns. It basically is just a remnant of VGAP3 unless someone setups a custom game with Military Score as the victory condition.
Building Starbases at the end of the game is actually a bad idea. Why? Because here at Nu you get rewarded for all resources laying on the surface of your planets at the end of the game with 'campaign resources' that you can spend to unlock Campaign Advantages (which only matters if you plan to play in games with that mode).
This was a MvsM and unless the Mentor reaches 200 planets and holds them for 5 Turns, everyone else wins.
Most games use Diplomatic Victory, and you get multipliers applied to your planet score to earn Achievement Points. Sometimes the people that win by Diplomatic Victory don't have the most planets and won't get Rank 1 or 2.
