Confirmed bug.  Good find.  This seems to apply to all starbase items.  A patch has been applied and will be in the next release.

Reversal of tech level also refunds more money than was spent. Seems like the buying price for the next higher level is refunded. Also there's an upgrade to level 11 shown.

The refund bug appears to affect just the hull tech.
