| They probably won't come into play in this game, but I can explain a little anyways. Planets games have a limit on the total number of ships that can be in play at 1 time, typically 500. Once this number is reached, your starbases will not normally build every turn, unless the number of ships in the game goes below 500. Priority points will allow you to build ships even when that limit is reached. You gather them in a few ways:
+2 for every base each turn that does NOT build (this is why the open players are getting them and you are not). So it's a decision for each base to build a ship now or generate PP points for building later. Usually building now is the better option.
+1 for recycling a ship at a starbase
+2 for destroying an enemy starbase (and they lose 2)
+N for destroying a ship, where N is the ship mass / 100
You can use your PP points by putting "pbX" friendly codes on your starbases, but there is no reason to do so until the ship limit is reached. You can read some more about how ships are built here: http://planets.nu/#/howtoplay/queue
