I'm not sure. The only thing that I can think of is that it's supposed to enable you to directly transfer torps or fighters to ALLIES, as you can already do this with your own ships and bases. If that were the case, it would be to replace the FCs "btt" and "btf". However, I just ran a test game and I was not able to do that, so I'm still unsure (I should use deodorant...).
It's possible that it's a test feature that isn't currently enabled, even though it shows up on the game settings. It's also possible that the Admins haven't released its purpose yet. From what I can see, there's no documentation for it yet.
