I'm playing in a game where the Cyborg is using the above tactic with very bad results for me.  The way I read the rules, (found nothing yet on Donovan's about this, but still reading), a tow "should" break the chunnel. Is this a bug, or an "undocumented feature"?

That is the best borg technique 8P
Out of fuel breaks the tow and as the chunnel phase is after the normal fly phase you then can chunnel. Only problem is that the shields of the chunneled ships than are down. So they fight worse but they are at the target.

I understand how effective it is. :)

I just question if it's a legitimate tactic, or an exploit. It would "seem" to run contrary to the tow-breaks-chunnel rule.

If it's a legitimate tactic, so be it. If it's an exploit, it should be patched.

If he uses it to chunnel his ships to you, then you have the advantage regarding shields, if he uses it to chunnel your ships, just ensure that your ships have a warp setting > 0 (you do not need to actually move) - that will prevent your ships being chunneled.

Not really that effective in combat situations, if your opponent knows how to counter you ;)

This feature has been removed for all future games if I"m not mistaken.

But for existing games the Borg can still do this.  It is not an exploit, the host order allows it because if the tower runs out of fuel then it breaks the tow, and chunneling is one of the last parts of movement, so it works.

Thanks. It seemed a bit much to me. I will assume that if it's being disabled, so did enough other people.

As to "Not really that effective in combat situations, if your opponent knows how to counter you ;)", I would disagree. 

If you put a Firecloud out in space, it's a natural target because it won't move if a chunnel in incoming to it.  You can wipe out a bunch of Cubes that way.  Or the Privs get themselves a bunch of ships, including two Fireclouds.

OTOH, if you do the tow-chunnel exploit, your whole fleet appears at once, and there is no enemy waiting.  If you suddenly see a Firecloud and another ship in space, expect tow-chunnel this turn.
