Does fed crew bonus work after chunnel?

Meaning, will a Federation ship that comes out of chunnel directly into a battle get some shields to start with or will its shields still be down and weapons unarmed?

It looks as if Fed does NOT get 25% shields after Chunnel

Dont' know if that is a bug or not.

The fed ships don't recover the 25% shield after passing a chunnel. The shield recharge only works after battle.
